School Learning Support Program

Trial in the Illawarra and South East Region

The trial of the School Learning Support Program commenced in Illawarra and South East Region on 19 April 2010.


The aim of the School Learning Support Program trial was to improve support for students with additional learning needs and their class teachers.

 
Evaluation

An important element of the trial was a rigorous, independent evaluation of the trial and the program which was conducted in the region during terms 2 and 3, 2010. This evaluation sought to inform the Department on the extent to which the model trialled in Illawarra and South East Region benefitted students with additional learning needs and their class teachers.

The Department appointed WestWood Spice, independent community sector consultants, to undertake the evaluation of the trial. A program evaluation advisory panel of highly credentialed academics was established to oversee and support the evaluation process.   Members of the advisory panel included Professor Stephen Lamb (The University of Melbourne) and Professor Phil Foreman (The University of Newcastle). Professor Foreman is also chair of the NSW Institute of Teachers. The evaluation analysed the model's effectiveness and impact as well as the effectiveness of the implementation process.

As a result of the evaluation after two terms, the trial was extended and a further follow-up evaluation was completed by WestWood Spice in June 2011.

Understanding the program

The purpose of the School Learning Support Program trial is to provide more immediate support for students and their class teachers by allocating resources directly to each school.  The administrative requirements for schools and teachers to access funding support would be greatly reduced.

The model trialled in Illawarra and South East region differed from the model initially proposed in the consultation presentation (link below) with regard to position nomenclature and the retention of reserve funding for urgent and emerging needs.

Consultation with key stakeholder groups on the model trialled in Illawarra and South East region occurred through the working party, state reference group and consultative forums. During the course of the trial the working party continued developing aspects of the model and making recommendations to the state reference group.

 
Ongoing support

A series of resource folders was provided to schools in the Illawarra and South East Region to support the trial.
